Annual Fee Increase Limit Set for Private Schools. The Private Educational Institutions Regulatory Authority (PEIRA) has issued a clear directive to private schools in Islamabad, setting strict limits on annual fee increases. The move aims to protect parents from excessive financial burden while ensuring transparency and fairness across the private education sector.
The decision was announced following a meeting between PEIRA officials and representatives of private schools held on Friday.
Private Schools Allowed Maximum 5% Annual Fee Increase
Speaking to the media after the meeting, Acting PEIRA Chairman Dr. Ghulam Ali Mallah stated that private schools are allowed to increase their annual fees by up to five percent as a standard adjustment.
He explained that this limit applies to all registered private schools operating within Islamabad and is part of PEIRA’s regulated fee policy.
Additional 3% Increase Allowed Only in Special Cases
According to PEIRA, schools may request an additional fee increase of up to three percent, but only under exceptional circumstances.
Dr. Mallah clarified that any school seeking this extra increase must:
- Provide proper justification
- Submit audited expenditure details
- Clearly explain why the additional increase is necessary
Without approved documentation, schools are not permitted to charge more than the standard five percent.
8% Is the Absolute Maximum Fee Increase
The acting chairman made it clear that no private school can increase fees by more than eight percent under any circumstances.
“This is the final cap,” he said, adding that PEIRA will take strict action against schools that violate the policy.
The authority has warned that penalties will be imposed on institutions found charging fees beyond the approved limit.
PEIRA to Strictly Enforce Fee Regulations
PEIRA has assured parents that fee regulations will be strictly enforced across Islamabad. Monitoring mechanisms will be strengthened to ensure that schools fully comply with the prescribed limits.
Parents have been encouraged to remain vigilant and report any violations directly to PEIRA.
10% Free Education Mandatory for Needy Students
In addition to regulating fee increases, PEIRA has reiterated an important social responsibility requirement.
Private schools are required to provide free education to at least 10 percent of students from needy backgrounds.
Priority must be given to:
- Children of martyrs
- Students from financially disadvantaged families
This policy is aimed at promoting educational access and social equity within the private education system.
Parents Urged to Report Fee Violations
Dr. Mallah urged parents to immediately report any school that:
- Increases fees beyond allowed limits
- Fails to offer mandatory free seats
- Does not follow PEIRA regulations
He assured that complaints will be taken seriously and investigated promptly.
Action Planned Against Unregistered Private Schools
PEIRA also announced plans to take action against unregistered private schools operating illegally in Islamabad.
According to the authority:
- Around 1,500 private schools are currently registered
- Many other schools continue to operate without registration
Dr. Mallah stated that PEIRA will move against such institutions to ensure proper regulation, quality standards, and accountability.
Why This Decision Matters for Parents
This fee cap offers major relief to parents struggling with rising education costs. It brings clarity, limits unchecked increases, and ensures schools justify any additional charges.
For parents, this decision means:
- Predictable school fees
- Legal protection against overcharging
- Greater transparency from private schools
Conclusion
The decision by PEIRA to cap annual fee increases is a significant step toward regulating private education in Islamabad. By limiting fee hikes, enforcing transparency, and mandating free education for needy students, the authority aims to balance quality education with affordability.
Parents are encouraged to stay informed, monitor school practices, and report violations to ensure the policy is effectively implemented across the city.
